Research Clinic Asia/Australia – Platform://Democracy

Platforms are legislators, enforcers and adjudicators of online speech rules. Their norms and algorithmic practices shape how we communicate. But how can we ensure public values in digital communication orders? And which ones? In four regional research clinics we aim to shed light on how to provide the normative infrastructure for better rule-making, rule-enforcing and rule-adjudication structures in (primarily online) hybrid communication spaces. In these clinics we will make use of the unique institutional experiences and individual backgrounds of Clinic participants, to work towards good suggestison on how to democratize online communication spaces and to ensure that rules and practices are socially sustainable.

Setu is a media and technology policy analyst currently working with Global Voices on the Civic Media Observatory, and with Humboldt Institute for Internet and Society as a Research Fellow. His primary research focus is the intersection of platforms, data, and digital rights.

      Prateek Waghre
Prateek Waghre is the Policy Director at IFF. A technologist-turned-public policy professional, Prateek has spent nearly a decade in the CDN industry as a consultant and product manager for markets like North America, Russia, China and India. Since moving to public policy, his work has focused on a number of areas such as internet shutdowns, information disorder in the information ecosystem and the governance of digital communication networks/social media in India.

      Lucinda Nelson
Lucinda Nelson’s research explores the manifestation and spread of misogyny on social media platforms, with the aim of identifying practical opportunities for intervention. In particular, Lucinda seeks to draw attention to the role of more ‘covert’ types of online misogyny in underpinning and reinforcing a culture of violence against women.

      Corinne Tan
Corinne Tan is an Assistant Professor at the Division of Business Law, Nanyang Business School at Nanyang Technological University. Corinne researches on areas such as: regulating disinformation on social media; copyright on social media; copyright, accessibility and inclusivity; as well as blockchains and NFTs. More broadly speaking, she is interested in issues of platform governance and to understand how social media platforms govern, are governed and should be governed.

      Malavika Jayaram
Malavika is the inaugural Executive Director of Digital Asia Hub, a Hong Kong-based independent research think-tank incubated by the Berkman Klein Center for Internet and Society at Harvard University, where she is also a Faculty Associate. A technology lawyer for over 15 years, she practised law in London and in India. She has also taught courses on Information Technology & Law in India and the US and is on board of several Technology Law & Policy initiatives.

Bayan Khosravi is an assistant professor in information technology at the Mehralborz Higher Education Institute. She is an expert on understanding the imbrications of technology and policy, especially on the dynamics of inclusion/exclusion of stakeholders. Yudhanjaya Wijeratne is the co-founder and CEO of Watchdog, a factchecker, data journalism operation and community tech builder. Watchdog has, among other things, used satellite imagery to track protests and mass graves, and built open-source tech that Redcross and the Sri Lankan Ministry of Health use for medical donations. He has been nominated for the Nebula and IGF awards, and has shown up on Forbes' 30 Under 30. His primary research focus is in investigative journalism, corpus linguistics for resource-poor languages, and machine learning for the public good.

About the Project

The project "Platform://Democracy: Platform Councils as Tools to Democratize Hybrid Online Orders" examines how the rules of discourse on platforms can be aligned with public values. It focuses on the following question: Can "platform councils" or other institutions ensure that public interests and democratic values are taken into account in the rule-making processes of platforms?

Matthias C. Kettemann is principal investigator of the Platform://Democracy project. He is research program lead at the Leibniz-Institute for Media Research | Hans-Bredow-Institut, research group head at the Humboldt Institute for Internet and Society and professor of Innovation, Theory and Philosophy of Law at the University of Innsbruck.
