App stores govern content one institutional level above social networks. They exercize power through largely vague and ambiguous terms and conditions, which leads to inconsistent app moderation practices. Regulation to date has not addressed this problem sufficiently. However, the rules in the upcoming Digital Services and Digital Markets will increase the obligations app stores have.
