Ingolf Pernice, Prof. Dr. Dr.
Prof. Ingolf Pernice war bis 2016 Direktor des Walter Hallstein-Instituts für Europäisches Verfassungsrecht. Er studierte in Marburg, Genf, Freiburg und am Europa-Kolleg Brügge. Nach der Referendarzeit am Oberlandesgericht München und der Promotion über europäische Grundrechte wurde er 1980 Beamter der Europäischen Kommission in Brüssel, zunächst im Bereich Wettbewerb, dann im Juristischen Dienst.
1987 habilitierte er sich in Bayreuth über ‚Billigkeit und Härteklauseln im öffentlichen Recht‘. 1993 folgte er einem Ruf an die Johann Wolfgang Goethe-Universität Frankfurt, seit 1996 ist er Professor für öffentliches Recht, Völker- und Europarecht an der Humboldt-Universität zu Berlin. 1997 bis 2001 war er Mitglied des beratenden ‚European Forum for Environment and Sustainable Development‘ der Europäischen Kommission.
Er gründete 1997 das Walter Hallstein-Institut für Europäisches Verfassungsrecht, 1998 das European Constitutional Law Network, beides wesentlich Internetbasiert. Er war Veranstalter der Vortragsreihe ‘Forum Constitutionis Europae’ (FCE) und organisiert die ‘Humboldt-Reden zu Europa’ (HRE). Seit 2006 leitet er das DFG-Graduiertenkolleg ‚Verfassung jenseits des Staates‘. Von 2006-2008 war er Dekan seiner Fakultät.
Mit seinem Aufenthalt als senior research fellow im Law And Public Affairs (LAPA)-Programm und als Gastprofessor in Princeton (2008/09) weitete er sein Arbeitsgebiet vom europäischen Kartell-, Umwelt-, Währungs- und Verfassungsrecht auf Fragen eines globalen Verfassungsrechts aus, für dessen Entstehung er im Internet einen wesentlichen Faktor sieht.
