Executive Summary  A high-performance and ethical digital economy requires a free flow of personal data under the control of individuals. The GDPR (General Data Protection Regulations), launched on 25 May 2018, is a major step forward towards a new economy centred on the individual through the new right to portability (Article 20) which encourages the circulation of data, a series of measures and principles aimed at increasing the protection of individuals, such as specific and informed consent and privacy by design.  In such a context, the white paper proposes to engage in a constructive exchange between all the actors of personal data (companies, administrations, academies, associations) who would like to join their efforts within a new form of organization whose goal would be to build, harmonize and propose technological standards, terminologies and best practices for the circulation and protection of personal data, as well as an adapted governance."}
