Wolfgang Schulz, Prof. Dr.
Prof. Dr. Wolfgang Schulz is Research Director at the HIIG. He dedicates himself intensively to research on Communications Constitutional Law, Media Law, and Internet Governance, with a particular focus on intermediaries. Another important theme of his work is the legal problems associated with algorithmic decision-making and the ethics of digitisation. In this context, Schulz frequently works interdisciplinary at the intersection of law, communication studies, and computer science, with a special emphasis on the dimension of knowledge.
To be fruitful in solving complex problems, Schulz relies on the functional comparison of different national approaches. An important role in this regard is played by the transfer of his research results to politics at all levels (regional, national, EU, Council of Europe, UNESCO).
Wolfgang Schulz studied law and journalism in Hamburg. He has been a lecturer in the Information and Communication specialization of the Faculty of Law at the University of Hamburg since 1997. In July 2009, he received his Habilitation from the Faculty of Law at the University of Hamburg, with the right to teach Public Law, Media Law, and Legal Philosophy. In November 2011, he was appointed to the University Professorship in Media Law and Public Law, including their theoretical foundations, at the Faculty of Law at the University of Hamburg. Since July 2001, Prof. Schulz has been a member of the Board of Directors of the Leibniz Institute for Media Research │Hans-Bredow-Institut.
In the past, Wolfgang Schulz has held a number of important positions, including membership in the Enquete Commission of the German Bundestag on “Internet and Digital Society” (2010 to 2013), the chairmanship of the Committee of Experts on Internet Intermediaries (MSI-NET) of the Council of Europe (2016-2017), and the chairmanship of the specialist committee “Communication and Information” of the German Commission for UNESCO (DUK). He also holds the UNESCO Chair on “Freedom of Communication and Information”. As a board member of the DUK and coordinator of the Content Contact Group of the Internet & Jurisdiction Policy Network (INJ), he actively promotes media literacy.
Wolfgang Schulz is also a member of the Executive Committee of the Global Network of Internet and Society Research Centers (NoC) and chairs the board of the Hamburg Citizen and Education Channel TIDE. As a member of the board of the Initiative #UseTheNews, he is also committed to promoting news literacy.
