Theresa Züger, Dr.

Theresa Züger is Head of Research for the Societal Values, Transformation and AI research focus at the Alexander von Humboldt Institute for Internet and Society.

Within this research focus, she coordinates the project AI and Gender Equality and the Impact AI research project, funded by the Volkswagen Foundation. In the Impact AI project, she and her team are developing and testing an impact assessment to evaluate the effects of AI projects with regard to the common good and sustainability. Theresa Züger also leads the AI & Society Lab, an interdisciplinary interface for new research approaches and knowledge transfer in the field of AI. The Lab’s aim is to promote an inclusive, human rights-friendly and sustainable AI strategy in Europe.

Previously, Theresa Züger examined, in the research project Human in the Loop?, how automated decision-making processes, for example in credit lending, need to be designed in order to ensure a successful interplay between humans and machines. With a junior research group on the topic of Public Interest AI, Züger investigated which principles and criteria characterise AI systems and projects that serve the common good, and developed, together with Dr Hadi Asghari, a theoretically grounded understanding of public interest AI. Doctoral researchers within the group also developed prototypes of AI applications, which alongside a mapping of existing AI projects that consider themselves public interest-oriented, can be found on the website www.publicinterest.ai. In addition, Theresa Züger worked within the international project Women* in Tech on intersectional questions concerning gender equality for women* in the technology industry. Prior to this, she led the secretariat of the Third Engagement Report, commissioned by the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ).

Research profile

Theresa Züger conducts interdisciplinary research at the intersection of artificial intelligence, society and the common good. At the heart of her work is the question of how AI systems can be designed so that they serve the common good. AI for the common good is characterised by the fact that its development and application create societal value rather than primarily maximising profit. This includes initiatives that promote sustainability, strengthen social inclusion, and open systems that enable the broad reuse of their technologies. She also examines the political, social and cultural challenges that accompany the rise of artificial intelligence. Her research sharpens awareness of the possibilities and limitations of AI technologies, thereby contributing to an informed, democratically grounded engagement with AI in society. This work unfolds across three areas: (1) societal values, human rights and AI governance; (2) public interest AI; and (3) equality, diversity and digitalisation.

Other activities

Theresa Züger is Deputy Chair of the UNESCO Expert Committee on Communication and Information. She regularly speaks as an expert at national and international conferences and events, delivers keynotes and academic talks, participates in panel discussions and leads workshops. She is also a member of several juries, including the Deep-Tech Award, Digitale Orte – Land der Ideen, the Civic Innovation Fund and the short film competition AIsolation. Together with the FARI Institute, she is co-founder of the Public Interest AI Network.

Academic career

In 2017, Theresa received her Ph.D. in Media Studies from Humboldt University in Berlin. Her dissertation, Reload Disobedience, focuses on digital forms of civil disobedience. Previously, she received her M.A. in Theatre, Film and Television Studies as well as German Studies and Philosophy from the University of Cologne.
