This chapter aims to outline the way in which legal maneuvering has occured in the context of the cooperative inter-governmental collection of signals intelligence ("sigint"). It focuses on a number of Memoranda of Understanding (MOUs) and other legal documents to show how surveillance and its products have been shared.
