The Digital Administrative State

Current discussions on the impact of technologies such as the internet, artifical intelligence and blockchain on public institutions and their modes of action have centered around concepts like eGovernment, smart government and civic tech. The project contributes to this debate by investigating the relationship between technologies like the internet and public institutions as well as their modes of action.

The project thereby does not primarily deal with how these technologies are rolled-out but focuses instead on the fundamental repercussions and challenges these developments have for state institutions in general, and for specific governance areas in particular. It concentrates on the effects of the internet and other technologies on the ability of public institutions to provide goods and services in areas such as healthcare, education, combatting corruption, and guaranteeing access to information, participation and justice.

The questions are answered from empirical and normative perspectives. One central focus point will be the citizen’s perspective, especially in the context of the relationship between individual and society. The project addresses these questions from an interdisciplinary standpoint, starting with a legal analysis. One focus lies on the developments in the context of the European Union. Yet, the project also looks at developments in the southern hemisphere in countries like Brazil, Chile and Kenya.
