Global Privacy Governance

 

In the age of the internet, in the wake of new challenges from increased network connection, new data generation and collection, new analytical techniques conflicting cultural values and the emergence of the internet as a critical infrastructure, cybersecurity, privacy, surveillance and data protection debates have emerged as a prominent focal point for many reasons. They touch on the core values of democracy, fundamental rights and the possibilities and limits of both technical infrastructure as well as regulatory attempts at different levels.

The multidisciplinary research project Global Privacy Governance aims to better understand processes of global negotiations, problem framing, regulation and enforcement in this field, both empirically and conceptually. Scholars from political science, law and informatics work together to map the multitude of current, possible and desirable governing mechanisms available with a view to determining and conceptualising innovative instruments and processes of effective global regulation, thereby contributing to the research of the evolving digital society within the framework of the HIIG research programme.

Specific research projects have been established, the first exploring the governance of privacy on a global scale by looking at the ways in which global privacy regulation is negotiated, formulated, implemented and enforced. The second more specifically focusses on particular actors like data protection authorities and their roles in the governance of privacy and data protection, especially the setting of technical and organisational standards. The third project enquires constitutional questions of modern mass surveillance of global communication and legal and procedural means for an improved supervision of intelligence agencies. The fourth project – Goodcoin – aims at developing strong data protection guarantees for digital bonus point and payment systems, while HIIG’s Cybersecurity Project finally explores the conflict-prone as well as mutually beneficial relationship between cybersecurity and privacy.
