DESCRIPTION:Matthias C. Kettemann will discuss and defend his concept of a 
 coherent normative order of the Internet\, that includes international law
 \, national law\, and transnational normative arrangements. He will show t
 he impact and epistemic advantages of the approach by way of selected exam
 ples from recent Internet policy debates: disinformation campaigns\, the N
 etwork Enforcement Act and the governance of freedom of expression by soci
 al networks. Towards the end\, he will present a platform for cooperation
