This paper emphasises that content moderation is a socio-technical system in which human and machine actors collaborate to produce outcomes. It demonstrates how the Digital Services Act (DSA) fails to recognise this interplay, critiques narrow 'human-in-the-loop' approaches, and proposes a Code of Conduct to govern human-machine interaction in moderation practice.
