Valentin Rupp

Valentin Rupp is a legal researcher with a focus on the regulation of data-driven innovation, as well as the governance and liability of large online platforms.

Research

At the Alexander von Humboldt Institute for Internet and Society (HIIG), he works in the ‘New Technologies and the Future of Law’ research group. As part of the AnoMob-T project, he is investigating the legal framework for the anonymisation of mobility data, with the aim of applying effective encryption and anonymisation methods without unduly compromising the usability of the data for data-driven urban development, traffic planning and multimodal mobility.

Academic career and other activities

Prior to joining the HIIG, Valentin Rupp worked as part of Prof. Dr Max von Grafenstein’s ECDF Chair at the Berlin University of the Arts (UdK). There, he focused in particular on the data protection implications of innovative technologies in the building and mobility sectors. As part of the YourPrivacyLawyer project, he is involved in the research spin-off ‘Consenter’, which aims to re-design consent processes on websites in compliance with data protection regulations, by reforming the practice of manipulative and uninformative cookie banners.

Valentin Rupp finished his studies in law at the University of Leipzig in 2020, specialising in media law. He is currently pursuing a PhD at the UdK in the field of media economics, focusing on the systemic risks posed by Very Large Online Platforms and Search Engines. The aim of his thesis is to analyse the quantifiability of systemic risks in order to make the legal requirements for ‘diligent’ assessments and ‘effective’ risk mitigation measures under Articles 34 and 35 of the Digital Services Act more enforceable.
